Kim is currently a director advising on Banking, Corporate/Commercial & Employment matters.

Starting professional life as an academic, he was Vice-Dean of the Law Faculty of the National University of Singapore before entering legal practice. He is a Fellow & Principal Mediator of the Singapore Mediation Centre. 

Apart from advising financial institutions, corporates and statutory authorities on transactional and regulatory matters, Kim is also legal adviser to the Association of Banks in Singapore (ABS).

He has represented the financial sector in making representations to a parliamentary select committee and advised the Singapore National Employers Federation. Kim has served as referee of the Industrial Arbitration Court and as a member of the Income Tax Board of Review. He is a long-time member of the Banking Commission of the Paris-based International Chambers of Commerce and serves on its DOCDEX Panel of Experts.

Kim was recently conferred the Public Service Star (Bintang Bakti Masyarakat) by the President of Singapore in the National Day Awards 2021 .

Highlight matters include:

  •  Advising the ABS and member banks on various issues including:
    – introduction of the shared electronic payment system known as “PayNow” by major consumer banks in Singapore.
    – reform of the Singapore Inter-Bank Offered Rate (SIBOR) mechanism and associated rates.
    – application of the Consumer Protection (Fair Trading) Act to financial institutions.
    – an alternative dispute resolution mechanism for financial institutions (FIDReC).
    – establishment of the 1st Singapore consumer banking credit bureau and addressing related banking secrecy issues.
    – implementation of Singapore’s cheque truncation system including amending the Bills of Exchange Act, subsidiary legislation, the clearing house rules and banks’ clearing terms for customers.
    – taking security over scripless shares and implications of the CLOB system.
    – exchange controls and restrictions on currency convertibility.
  • Advising on corporate & charity governance, employment disciplinary issues and whistle-blowing.
  • Advising employers on individual employment contracts, collective agreements, bonus & executive incentive schemes and dissolution/modification of private pension schemes.
  • Advising on legal aspects of the privatisation of the Public Works Department, Singapore.
